I usually associate 303 noises with Psy stuff. Is that wrong?

Yes, they may use them but this is not intrinsically psy. Acid Techno for instance was, quite clearly techno and used the 303 possibly more than any other genre......

Acid can be psychedelic or not depending how it's used (and with what other stuff going on).

I'm suprised no-ones mentioned Andy Page, also some of the Secta Chameleon is in that vein. Also check out Waveform and Ils maybe?

I've only ever heard one tune by andy page, the superb 100bpm-ish chiptune one off his myspace. still waiting for a release on that one... wasnt really psy like though.
